Compromise sought in updated smoking regulations

The City of Richmond has updated its smoking
regulations, a move Coun. Bill McNulty, for one, hopes will result in a more
harmonious relationship between smokes and non-smokers.
“The bylaws are intended to protect the
rights of individuals. I’m not going to pass judgement on smoking, just don’t
infringe on the rights of others who do not,” he says.
Effective May 1, new regulations approved
recently by city council will include:
•No smoking at public parks, school grounds
and city properties and buildings
•No smoking within nine metres of transit
shelters, doors, windows and air intakes.
The definition of smoking includes cannabis
and all vapour products such as e-cigarettes.
Council also approved a staff recommendation
that $25,000 from the Council Community Initiatives Account be used for
creating and producing public education materials.
McNulty said he much prefers an education and
co-operative approach to enforcement. He called the latter a “last resort.”
